| The use of proportionate force by US warships, military aircraft, and other forces, when necessary for the protection of US flag vessels and aircraft, US citizens (whether embarked in US or foreign vessels), and their property against unlawful violence. This protection may be extended (consistent with international law) to foreign flag vessels, aircraft, and persons. (JP 3-07)
